Summary

standardize Forgejo CI, dependency, and release workflows on runner-native jobs
add guarded git-cliff SemVer release helpers that reuse an existing tag on the triggering commit and fail on tag conflicts
remove stale duplicated workflow/config contract tests where they blocked the real repo gates

Verification

local Justfile gates run in the relevant devcontainers where present
workflow action-reference scan, helper bash -n, diff --check, and cliff.toml parse checks passed
