Adds explicit wuast.tooltip.install(root) and data-wuast-tooltip descriptions for live views. Pointer/focus descriptions update when the target changes, preserve existing accessible descriptions, render untrusted text literally, and release delegation through an idempotent disposer. Existing titles, page interactions and defaults remain unchanged.

Validated with just gate and actual DOM cases at 1440, 768, 375 and 320 pixels, including Escape, live updates, removal and cleanup. No screenshots or reports are produced.
