The shared S3 compiler cache remains mandatory; owned daemons use SCCACHE_IDLE_TIMEOUT=0 and explicit cleanup.

Validation: both thematic changes passed full local just gate; browser interaction and cache failure/lifecycle checks passed. No library API or release identity change.

CI runs the full behavior suite without coverage instrumentation or report upload/download steps. Browser assertions remain, while screenshots and separate report files are removed. Explicit development coverage uses an isolated build directory and prints its results; HTML requires an explicit request.
