Release candidates use APP_VERSION from the version job, but the runtime test build omitted it. This rebuilt the production binaries with the Cargo default before building the required test programs.

Forward the same resolved version to runtime-test-builder so BuildKit can reuse the production builder. Runtime acceptance still executes all scenarios against the published candidate digest.

Validation: full local just gate passed; 17 runtime fixture tests passed, including explicit/default version forwarding and cleanup after a failed build.
