Standardizes Forgejo CI/CD workflow shape around Quality, Build, and parallel SBOM jobs, plus historical Dependency-Track uploads using ci-${{ github.sha }}. Release tag creation remains guarded so existing same-commit tags are reused and conflicting tags fail safely.
