The release failed after the validated image had already been published because the release job downloaded git-cliff a second time and that connection was reset.

Generate the notes in Prepare Release, pass them as a job output, and consume that output during publishing. This removes the duplicate download without adding retries, sleeps, timing windows, or release-time test duplication.
